After
They ask the assistant. It answers from the written procedures, shows where the answer came from, and says so when the procedures don't cover it.

Who stays in charge
Anything the assistant isn't sure about goes to a person. A staff assistant says it doesn't know instead of guessing, and you decide what it's allowed to answer.
What it doesn't do
It doesn't make up policy, and it doesn't answer questions you haven't given it the information for.
What it costs
A flat price per project. A hosted assistant comes with monthly management and its own terms, set out in writing before you sign.
